Put the spring onions and ginger into a food processor and whiz until finely chopped. Add the remaining ingredients and whiz again until combined. Shape into 20 balls and roll in plain flour.
Heat a little oil in a frying pan. Add the balls and fry for 5 to 6 minutes until golden on all sides and cooked through.
Serve with broccoli and follow with fruit when serving as dinner for a 9-12 month old.
